
ISLAMABAD – The National Electric Power Regulatory Authority has imposed fines of Rs975 million on power distribution companies/NTDC for fatal and non-fatal accidents during the past seven years, however, the recovery of levies is very low as the regulator has collected less than 5 percent during the period.
Of the total Rs975 million fines imposed by NEPRA on power distribution companies including K-Electric for fatal and non-fatal accidents during the past seven years (2018-19 to 2024-25), the regulator has recovered merely Rs45.5 million, official data released by the NEPRA revealed here. According to the data, Islamabad Electric Supply Company (IESCO) topped the list with Rs310 million fines to date, followed by Hyderabad Electric Supply company HESCO) with Rs117 million. While K-Electric faced a total fine of Rs95.5 million across multiple years including 2018-19, 2019-20, 2020-21 and 2024-25), the data revealed.
Of the total Rs975 million fines, the share of fatal fines was Rs635 million, non-fatal was Rs330 million, while Rs10 million was imposed on NTDC, the data revealed. Similarly, of Rs 635 million imposed on Discos/KE for fatal accidents, the regulator has recovered only Rs45.5 million, while fines worth Rs589.5 million are challenged in NAT and courts.
According to the data, the regulator has failed to recover a single penny of Rs 330 million-imposed for non-fatal accidents- on Discos or KE. Similarly, the regulator is still in the process of the recovery of Rs 10 million from the NTDC. Lahore Electric Supply Company (LESCO) was fined Rs86 million, Peshawar Electric Supply Company (PESCO) Rs85 million, Multan Electric Power Company (MEPCO) Rs61 million, Gujranwala Electric Power Company (GEPCO) Rs54 million, Sukkar Electric Power Company (SEPCO) Rs53 million, Faisalabad Electric Supply Company (FESCO) Rs51 million, and Quetta Electric Supply Company (QESCO) Rs42.5 million. National Transmission and Despatch Company (NTDC) was also fined Rs10 million, the data maintained.
Under fatal-accident fines, IESCO faced highest Rs100 million fine, followed by K-Electric with 95.5 million, HESCO Rs87 million, LESCO 76 million, MEPCO Rs51 million, GEPCO Rs44 million, SEPCO Rs43 million, FESCO 41 million and Qesco with Rs22.5 million. The regulator also noted substantial non-fatal fines ranging into the hundreds of millions, underscoring on-going safety-and-compliance concerns across the grid. Among the non-fatal accidents’ total fine of Rs330 million, again IESCO was at the top with 210 million, followed by HESCO Rs30 million, QESCO Rs20 million, and PESCO, LESCO, GEPCO, SEPCO, FESCO, MEPCO with Rs10 million each. Interestingly, K-Electric faced no fine under this head. NTDC was fined for Rs 10 million in 2024-25 for a fatal accident case involving two individuals.
